Who didn't welcome Evo Morales to Mexico?

When the former Bolivian President arrived in Mexico , it became quite evident that the Bolivian ambassador , José Crespo Fernández , was absent. According to diplomats, Mexican authorities didn't call the ambassador to invite him to welcome Evo Morales .

A polemic outsourcing law
