Only a year after the devastating earthquake of September 19 , the landscape left in the aftermath of the natural disaster in Mexico City remains mostly the same: Shrouded by uncertainty.
According to the Reconstruction Committee , at least 80 thousand citizens of the capital were left without a home; most of the victims are women and the elderly, not to mention that 7,000 buildings were affected to some degree, from total collapse to small damages.
To this date, only two multifamily housing facilities have undergone reconstruction works: Doctor Lucio 103; Osa Mayor, in the Doctores neighborhood, and the buildings of Galias 47 and 31 In Lomas Estrella, Iztapalapa . On the other hand, barely twenty houses in the Xochimilco delegation , which were built by the Carlos Slim foundation , have received attention.
The Secretariat of Housing and Urban Development (SEDUVI) informed that out of a total of 10,095 buildings that have obtained rulings from Construction Managers (DROs) , only 2,637 are located in the Tláhuac delegation; 1,783 in the Iztapalapa delegation; 1,279 in Xochimilco, and 1,229 in Cuauhtémoc .
Regarding reconstruction costs in Mexico City, authorities have preferred not to disclose too much information, though they have maintained their 5-year projection for repairs , provided that their budget for this year ( 6,855 million pesos ) is maintained.
The tragedy left a toll of 228 dead, 138 women and 90 men (200 adults and 28 children) ; 69 people were rescued and 38 buildings suffered total and partial collapse at the moment of the telluric movement.
On December 1, 2017, the Mexico City government published the Reconstruction Act , which encompassed a series of actions and deadlines for reconstruction works which, thus far, have not been met in their entirety. One of these actions was the creation of a Reconstruction Fund , which rises to around 6,856 million pesos , 5,602 million of which were destined for 49 projects executed by 20 bodies . In order to deal with the emergency, the Mexican government invested 2,584 million in 2017 alone .
Regarding these resources, the Comptroller of Mexico City conducted observations for 354 million at the first stage, out of which local delegations and entities have only declared 68 million .
