Cleofas Alberto Martínez Gutiérrez, second in command of a criminal group in Reynosa, Tamaulipas, was arrested while he was in the audience for a horse race in Mexico City, according to Commissioner Omar García, head of the Federal Police.

"He was relaxing (yesterday) in Mexico City, specifically to watch a horse race," reported García in a radio interview with Joaquín López Dóriga.

His arrest ended a four-month investigation conducted by the Ministry of Defense and the Federal Police.

Martínez was surprised when he was arrested. "I imagine that he thought that he would be arrested in Tamaulipas. His capture was quick and he did not resist," said García.

Cleofas was accompanied by a man identified as Wilibaldo Rodríguez. The two were found in possession of weapons and large doses of heroin and cocaine.

Martínez is the second in command of the criminal gang responsible for the clashes in Reynosa, between his organization and the Mexican federal forces
