Mexico's government says an investigation by Egyptian authorities determined a travel agency and local administrative officials bear responsibility for a mistaken attack by security forces that killed eight Mexican tourists.

Troops hunting militants struck the tourists' convoy in Egypt's western desert in September. Survivors have said the attack was carried out by helicopters and an airplane and involved bombs dropped on the tourists.

Mexican Foreign Minister Claudia Ruiz Massieu said late Wednesday that the investigation found the travel agency did not have clear permits to take the tourist to the area.

She said Egypt's "Ministry of Tourism found that administrative authorities and the travel agency should have had clearer permission and in that sense would be held responsible."

Egyptian officials have not commented on the investigation.
