In response to comments by the Minister of the Interior in the sense that Joaquín Guzmán, 'El Chapo,' escaped from jail due to the human rights protocols in maximum security prisons, the National Human Rights Commission indicated that it does not control the way those institutions work.
Its functions are limited to the observation and verification of the respect for human rights in those institutions, without affecting their security conditions.
The respect to human rights in prison is recognized by the Constitution and must be based, equally, in the international instruments on that regard, as well as the documents signed by the government and ratified by the Senate, expressed the agency.
